If secured properly I’d say yes.

Yes I would think so! My dog used the turf to potty when the weather was too bad to go out. If you spray them down with a hose it should be fine!

Playgrounds have a requirement for x number of inches of material per inch of equipment height for fall protection. For example, regulations may require a playground structure with a top platform height of 6ft to have 6 inches of foam underneath. Bottom line, this grass could be the top layer, but check local regulations to make sure you have proper type and number of inches of absorption material underneath. Especially if it is going to be used by other people's children.

I can't really help with that. I just put it down on the bare dirt of my apartment patio and it seems to be fine. I didn't know what they meant by "base" either.
