Q: Will this cut my tortoises nails?

It will grind them down it is very good I love it for my dogs great

Q: Do they work on a Vizsla ? Hard long claws

If your dog don’t mind his nails clipped I’m sure it would work it’s not silent as stated my chihuahua was afraid of the noise so to hold her paw and place it on it was impossible

Q: Can you buy a replacement grinder head on this

It doesn't look like you could replace it. I suspect it would be cheaper to simply buy a new one.
